# Legal Updates

This page contains recent amendments, judicial decisions, and other legal changes affecting the State of San Andreas.

Legal updates are published here so citizens, law enforcement officers, attorneys, and judicial personnel can quickly identify changes to state law without reviewing the entire legal code.

## How Legal Updates Work

Legal updates may include changes to:

* The Constitution of the State of San Andreas;
* The Penal Code;
* Criminal offense classifications;
* Fines and sentencing;
* Statutes of limitations;
* Warrant procedures;
* Court procedures;
* Judicial precedent;
* Attorney and Bar regulations; and
* Other laws or procedures administered by the Department of Justice.

An update should identify the law or procedure affected, briefly explain the change, and provide an effective date.

## Update Types

### Legislative Amendment

A **Legislative Amendment** changes an existing statute or creates a new provision of law.

Examples include:

* Creating a new criminal offense;
* Changing the classification of an existing offense;
* Modifying fines or sentencing;
* Changing a statute of limitations; or
* Amending provisions of the Penal Code.

### Constitutional Amendment

A **Constitutional Amendment** modifies the Constitution of the State of San Andreas.

Constitutional amendments supersede conflicting provisions of lower law once they become effective.

### Judicial Decision

A **Judicial Decision** may clarify how an existing law or constitutional provision is interpreted.

Significant judicial decisions may establish precedent for future cases when designated as binding by the Judiciary.

### Administrative Update

An **Administrative Update** changes a Department of Justice or court procedure without altering the underlying criminal law.

Examples include:

* Filing procedures;
* Court scheduling practices;
* Attorney registration requirements; or
* Standard court forms.

## Update Format

Each legal update should generally contain:

**Effective Date**<br />The date the change becomes legally enforceable.

**Type**<br />Legislative Amendment, Constitutional Amendment, Judicial Decision, or Administrative Update.

**Affected Law**<br />The statute, constitutional provision, procedure, or legal authority being changed.

**Summary**<br />A plain-language explanation of the change.

**Previous Rule**<br />The former language or legal standard, when relevant.

**Updated Rule**<br />The new language or legal standard.

## Example Update

### August 16, 2026 — Penal Code Classification Amendment

**Type:** Legislative Amendment<br />**Effective Date:** August 16, 2026<br />**Affected Law:** Penal Code — Offense Classifications

The State of San Andreas adopted a revised criminal classification system establishing standardized felony, misdemeanor, and infraction grades.

#### Previous Classification

The Penal Code previously used inconsistent offense classifications, including enforcement methods as separate offense levels.

#### Updated Classification

Criminal offenses are now classified as:

* Class X Felony
* Class A Felony
* Class B Felony
* Class C Felony
* Class A Misdemeanor
* Class B Misdemeanor
* Class C Misdemeanor
* Infraction

**Cite & Release** and **Citation Only** are now considered enforcement methods rather than separate offense classifications.

## Legal Effect

Legal updates do not independently create law unless issued through the appropriate legal authority.

The controlling legal authority remains the applicable:

1. Constitution;
2. Judicial ruling;
3. Penal Code or state statute;
4. Court order; or
5. Lawful administrative regulation.

If the summary provided on this page conflicts with the official text of a law or court order, the official text shall control.

## Retroactive Application

Unless expressly authorized by law, changes to criminal statutes shall apply prospectively.

A person shall not be criminally punished under a law that was not in effect at the time the alleged conduct occurred.

A change that reduces a penalty or reclassifies an offense may be considered by the Judiciary where permitted by law.
